The high speed ChangeUp train hit a fuel barrier in 2006 as modernisation comes to a brief halt, while supporters take stock of the outcomes of two years of investment.

The national program is aimed at creating centers of excellence for frontline support service and infrastructure. A recent national review conducted by Capacity Builders, a national organisation (established to manage and deliver the ChangeUp program; influence policy and the practices of funders trying to build the capacity of the sector) regarding the National Hubs called for a rethink; essentially delivery options.

There is widespread agreement on the need for a stronger role for Capacity Builders, in pulling together the different elements of the program, both the different strands at national level, and integrating national and regional/ sub regional elements, in order to ensure strategic direction, and coherent communication.

The need to do less, though better, and the questions about the balance between national and other spend,suggest that overall spending on national services will remain constant, or fall, over the next spending period.
